I would like to run this on my local PC to test/customize before uploding to server.

Do I need to buy 2 licenses?

why don't you install vb on your site in a separate folder? As long as you htaccess it, you are allowed to do so.

I would like to customize the code along with 50+ MODs I have and after testing locally, I upload to the server.

Is it possible to purchase it for a server and use it localhost?

It's not possible.
Besides you will not be able to test it fully in localhost as PayPal option will not return there

I had too many people attempting to crack the code from localhost. So I discontinued providing it.
